Questo post, rimarcando di nuovo le potenzialità dei GAL come “agenzie di sviluppo locale” dell’area geografica interessata dai loro PSL, propone che i nuovi GAL sappiano definire autonomamente un percorso di empowerment rispetto alle funzioni ad essi delegate dalla normativa comunitaria, cimentandosi già nel 2017 nella sfidante prova di rappresentare gli stakeholders che partecipano alla loro base associativa nei due negoziati in corso sulla revisione di medio termine della PAC 2014-2020 e, ancor più importante, sull’architettura complessiva e sulle priorità strategiche della PAC post 2020.
Il post evidenzia che il dibattito, già avviato, sulla riforma della PAC post 2020 presenta delle criticità che meritano maggiore attenzione. Fra tali criticità, che emergono anche nel questionario on line della Commissione alla base della consultazione aperta che termina il 2 maggio p.v., spiccano le seguenti: (i) possibilità di un indebolimento dell’articolazione della PAC in due pilastri; (ii) eccessiva enfasi sui rischi di carenza di cibo e sulla funzione di produttore di cibo del comparto agricolo; (iii) ridimensionamento del carattere multi-funzionale della PAC e dell’ancoraggio forte ai territori – approccio “place-based” – degli interventi per lo sviluppo rurale.
