I Social Impact Bonds sono strumenti potenzialmente molto efficaci per ridurre la spesa pubblica e migliorare il suo impatto sociale.
Si tratta, infatti, di meccanismi di esternalizzazione dei servizi pubblici fondati su clausole “pay-for-success”, per cui finanziatori ed erogatori privati dei progetti sociali saranno remunerati non sulla base dell’output (“quantità” di servizi erogati ai destinatari), ma sulla base del loro effettivo contributo alla soluzione dei problemi sociali (impact).
